The old engine is the US consumer. It won't work anymore. Take the old engine out. Put the new engine in. The new engine is investment in clean energy.

It has worked for other countries. Germany invested heavily in rail and now they're the world's biggest maker of rail engines and cars. Denmark has invested heavily in wind power and now they export lots of wind turbines.Try http://wordforge.net/index.php for discussion and debate.

As an added bonus anything which off sets oil imports has to be good for the economy. Yes, let's drill where we can but we only have 3% of the world's oil yet consume 25% of the world's supply. Bio-engineered algae look like the most promising future bio fuel on a cost output basis plus building new wind turbines and high speed rail networks will really help power the economy providing good paying jobs.
