IMHO, there is a good one: American citizens are rich (relatively) so
they have more to lose from a true confrontation and do not want to
lose not even a little bit.
(In Irak they suffered very low casualties, but think they suffered a lot).

NK dismantles Yongbyon and expects the US to return the gesture of goodwill. Afterwards a verification system could be negotiated.

If that douchebag Hill didn't include it in the original agreement, he can't demand it. The game's played by a set of rules, and he can't single handedly change an greement without the other party's consent.

Peace talks always move gradually. Nobody expects a wondrous solution to the Israel-Palestine conflict either, because everyone acknowledges the issue has to be solved in incremental steps. Standard diplomacy really.
