Every Member event I sat in last week said that mail/calls/e-mails were running 90% against the bailout. It's not a surprise that conservatives, Blue Dogs, and those in tough races voted against it. They can at least say they were voting with their constituents.

You can be sure that many rank and file House Republicans had thier phone lines jammed with calls to oppose this ban, and given how tense of an election this already was for Republican representatives, doing something that the Republican base probably abhors would not have gone down well with the same voter they need in a little over a month now.
House members want to keep their jobs just like everyone else.
