Huh. How do you "peal" a cement wall?
I'd attach a grid of rebar to the back of the wall and put on a layer of cement over the bar to stabilize the hollow block. Also make sure the cavities in the block were filled with rebar/cement. Then I'd build a protective wooden frame over the painting. Lastly take a large portable concrete cutter (Basicly a large chainsaw with a grinding wheel on the business end) and cut it out and with a crane put it on a shock proofed surface on a flatbed truck.
