Is it two posts a day on all forums, or two posts a day on each forum? Like, if I have a civ4 question, an interesting history discussion to introduce, and a new game I want to post about in other games, do I have to wait on one?

The limit is ONLY in the OT. You can post as many threads as you like in the other forums... However, they must be on topic and, in the opinion of the mods, not an attempt to spam the forums.
There use to be no limit in the OT, but "some" posters abused the right to create threads. Since the OT is not as "defined" as on topic forums as to what consititutes spam, enforcing a thread limit is much cleaner, and easier to understand by everybody.

As for a small byline/editorial comment I have to agree with Ming on this
I am party myself to oft abusing or running the line in OT but if we did not have this rule I could just see a few individuals here doing senseless poststhreads
