        There was no sign of Kim at a parade and celebration Tuesday marking the 60th anniversary of North Korea's founding, and the country's state media was silent about his absence. His last reported public appearance was in mid-August.
        A Japanese scholar and expert on North Korea, Toshimitsu Shigemura, a professor at Tokyo's Waseda University, has even claimed recently that Kim actually died in 2003 and that the North has been using body doubles of Kim for public events.
        "There is reason to believe Kim Jong Il has suffered a serious health setback, possibly a stroke," a Western intelligence official said, speaking on condition of anonymity to describe sensitive intelligence gathering.
        Another official said rumors and reports of a possible serious health problem were based in part on intelligence gathered by other nations. That official and others who spoke anonymously did so to summarize sensitive intelligence gathered from several sources, and to describe U.S. thinking in response.

        The Bush administration has had little to say in public.
        White House press secretary Dana Perino said Tuesday that the Bush administration was watching the situation, but, "There's nothing I can provide for you now."
        She called North Korea an "opaque society" in general, and said the world needs more information about it. "This situation is no different," she said.
        A senior U.S. official said rumors had been circulating for weeks about the state of Kim's health and his control over North Korea's highly centralized government.
        That official said the United States has no independent confirmation that Kim is ill, but that Kim's absence lends credence to reports that he suffered a sudden health crisis and may no longer be in a position to command the absolute authority he had wielded.

        "What we do know is that he was not at the military parade," the official said, speaking on condition of anonymity about the administration's internal assessment of the situation. "That is quite unusual and reinforces a lot of what we've been hearing."
        At the State Department, spokesman Sean McCormack declined to comment on the reports but did say the United States had recently seen a decline in "outputs" from North Korea on the denuclearization process, particularly on establishing a method to verify Pyongyang's actions.
        "We don't necessarily have a good picture into the decision-making processes of the North Korean regime, but we can see very clearly outputs or lack of outputs," he told reporters. "Over the past several weeks, we have not seen outputs in terms of their agreement to a verification regime."
        "We encourage, continue to encourage the North Korean regime to focus on that output" so the six-party talks on disarmament can move forward, McCormack said.
        The health rumors began circulating in mid-August. Shortly thereafter, North Korea announced it was suspending the disablement of its Yongbyon nuclear reactor, a key step in abandoning its atomic weapons program that it agreed to take in negotiations with China, Japan, South Korea, Russia and the United States.

                    I think I smell a conspiracy. Has the Dalai Lama EVER been seen in public with Kim Jong-il?

                              You're not supposed to drink. If you want to disagree, that's fine. The fact remains, he's reported as a heavy drinker. Which explains a lot.

                                When that South Korean tourist was shot a few weeks ago, there was speculation that the ultimate cause was destablization within the North Korean ruling clique, and hard liners trying to push things their way in expectation of imminent change.

                                I guess we now know what that change is.
