    In order to be self-executing the treaty would have to spell out how those rights are to be promoted, enforced, and what recourse would be allowed if the system failed on those points.

    This guy's lawyer is just grandstanding by claiming that the treaty with Honduras is self-executing.

    Inadequacy of counsel is frequently claimed as grounds for appeal, but rarely accepted.

      Understood.

      According to the Supreme Court, Texas was not obligated to comply with the treaty. That's all well and good. No argument there. My statement still stands: Texas did not comply with the treaty. It didn't have to. It chose not to. I wish it had chosen otherwise.

        i thought i heard on FOXNEWS that they stoned him because Texas discovered it was more cost effective than other means of state sponsored murder, I mean capital punishment
