You didn't mention only the airport, since the Moose is a danger to both public safety as well as air traffic safety, it'd get shot if it headed towards neighborhoods or airports.

I also feel I should mention that the airport does have a fence. All major airports need to by law.

An errant moose that wandered around several city neighbourhoods was shot by police Tuesday afternoon after posing a "danger" to the public as it crossed Deerfoot Trail and encroached on the airport.

I shouldn't have to mention it. They didn't shoot the animal UNTIL it moved towards the airport AFTER having meandered around "several neighborhoods" AND across a "busy highway." They were worried about it going all jihadi and taking down a plane more than they were worried about it taking out a school bus filled with nuns or some little girl's backyard tea party. Before, they were content in not knowing what the eff to do about a moose on the loose. Because, you know, that NEVER happens in Canadiastan so how can they be expected to expect the unexpected loose moose you silly goose.

If the fence is tall enough, and is there for security not decoration, then it shouldn't have been an issue unless it was electrified and the moose peed on it. And burst into flames. And ran back across the highway, making the school bus filled with nuns vear wildly off-road and into that little girl's backyard tea party.
