I presume your answer as positive.
Considering the timespace required to work out something which looks like readable plot,
the very gist of it, I hope to present the sinopsis, say, in a quarter or so.
I mean readable translation of the sinopsis from Russian (after corrections made by professional interpreter).
But allready I have in mind a couple of personages : one of them Deputy General Solicitor (character resambling our inevitable and respectable Siro), the other one Executive Broker for Minority Niches Revenues = Irresponcible to the Board of Deputy Solicitors (smbd. like Saras).

Do you know that NATIVE British are very different from any folks speakinig English due to one distinct feature of their national character?
To that very extent they are unic.
They usually do NEVER let any implications and/or accusations in their spoken opinion concerning the foreigner does not knows THEIR langage fluently.
Understandable - and it's enough. A kind of linguistic etiquette. The same about Australian and most of Canadien. Even more emphasized among NATIVE Americans.
What is more interesting and amusing, either, that
NON-English people, especially who are rather marginalized in culture sense than not,
try to be, I'd say, 'more saint than Papa'.
I mean, knowing a couple of current idioms
(which only results from trivial everyday practice),
they are literally steaming (i.e. pumping out their inner vapour) when somebody reminds them about simple semantics and clear-cut sence of the matter.
It looks like the fresh immigtants' efforts to seem more patriotic than borne citizens.

Back to initial topic, we here in Russia do never
accuse the Roma (Gypsies) and other minorities, including Western tourists, in question if they speak Russian not so fluently.
We do not deal with what they beleive in, we simply try to understand them.
