My call... kinda odd, but the video clip is massively edited. Needs more info.
It doesn't, in my mind, justify the leash thing... but it might be part of departmental policy if they don't have a restraint chair. The use of a restraint chair (which he cuffing and leash thing might have been used in place of), is justified if the suspect continues to kick and punch the cell door/walls (as was stated happened in the interview, but edited from the brief clip shown) to prevent them from getting hurt; and typically once in the chair, they are ther for 4 hours at a time, but they are continually checked on (every fifteen minutes). Now the clip says that she was released from the cuffs and leash thing after four hours, but it did not say that she was not checked on.

That's a better clip, but still massively edited; and probably edited by her attorneys. It doesn't show her punching and kicking the cell door walls... or give any type of example as to her behavior and actions that got her placed in a safety cell to begin with.
The part that still bugs me is the leash thing and leaving her hand cuffed for four hours. For about 500 dollars the department can purchase a restraint chair which is more effective, more humane and has no worries of positonal aphixiation.
Being in there for 4 hours is not an issue. That amount of time is very typical of most departments.
The charge of battery to the officer is crazy, even though the video doesn't show that part very well. What happend before the female officer came into the cell? The girl (who should have been taken to a juevinal detention facility and not the jail) was probably kicking and pounding on the cell door and window. She was probably doing so for some time. What the clip shows is her standing near the door as the officer enters the cell. Officers are trained not to enter a cell by themselves unless they have back up. So the backup is right outside the door waiting for a possible issue. When the girl kicked her shoe and the female officer pushed her to the back, that is when the other officers entered and secured her.
So once again, the edited clip does not show her actions that caused the action of the officers.
