The fact that many Chinese live near fault lines and hence have higher probability of being victims of a future earthquake is independent of the rebuilding cost of this earthquake.

This seems like a pretty big assumption. Even bigger is the assumption that whoever would have to assume the cost for such a change (consumer, builder, whatever) will do so.

Second, people will demand change in the way buildings are constructed. Instead of bricks and raw concrete, different materials will be used. Can you imagine how new constructions for hundreds of millions of people would affect the world economy and commodity prices?

        from nytimes online...

China’s leaders often respond assertively to natural disasters, fearing a strong popular backlash if they bungle rescue efforts. But a complex relief operation on the scale that may be needed in Sichuan could strain Chinese resources even as the United Nations and many charitable groups are busy providing aid to Myanmar, which was hit by a huge cyclone this month. Chinese officials said they welcomed offers of foreign assistance, but it was unclear whether they would accept outside help.

Local leaders may also face intense scrutiny of their compliance with building codes. Since the Tangshan earthquake, China has required that new structures withstand major quakes. But the collapse of schools, hospitals and factories in several different areas around Sichuan may raise questions about how rigorously such codes have been enforced during China’s recent, epic building boom.

He's withdrawn the mandate of heaven from the Communists, and requires a new leader to stand up.

              Who will stand?

                  You can handle it.

The contractors sell off their cement and metal bar and when an earthquake comes along and destroys the place it's a disaster that needs rebuilding but you can bet they'll sell off the stuff again, that's just the way it is. We don't do that. Your place will be strong, you have my word on that. (Assuming you ever get your ducks in a row. )

                  Any news?

So, final death toll is likely to top at least 100,000 at this rate and I somehow feel that will be a conservative estimation...

After all those excellent pics of winding roads I wonder if there isn't an airport we could fly C5's in full of relief supplies and meds for the hospitals.
