You have a constitutional right to loiter?
Our constitution forbids discrimination.
This device, as it only targets the young, is discriminative against them.

Presumably your constitution prohibits something a little more specific than "discrimination". Something roughly like "discrimination based on traits you shouldn't discriminate based on".

That's all very meaningless.

Indeed, I went too fast. Our constitution only prohibits discrimination based on race, religion and gender. Constitutionally speaking, it's okay to discriminate against youngsters, gays or disabled
We have sub-constitutional laws against discrimination including ageism. It covers a range of activities such as access to public services, and access to goods and services. A café must accept to serve coffee to a Black patron, even if the tenant is racist; A grocer must serve young patrons, even if the tenant is ageist.

It's been explained numerously how and why it works...

On 30 April, a French courthouse (in St Brieuc) has condemned an individual who had installed a teengager repellent on his outer wall.
The local shopkeepers filed the complaint for "trouble anormal du voisinage" (don't know how to translate), and they won.
As soon as the complaint was filed, the culprit removed his box. He has to pay 2000€ for the trouble, an cannot re-install it ever again, or he'd pay 1000€ a day.
I find it interesting, in the light of this thread, that an association of shopkeepers is the plaintiff

Yup, that's it
Was tired yesterday, couldn't link the French word "trouble" with the English "disturbance"
