    I certainly don't think it's an excuse to commit crime if you are poor and indeed most people who are less well off don't commit crime but it's a fact that crime rises in times of economic downtiurn and it is aslo true that you are less liley to be mugged in middle class suburbs then in inner city areas.

    They are the facts and policies have to reflect that
