I'll put instructions here too.

1) Scroll to the top of this page and select 'Off Topic'

2) In the 'Off Topic' page go to the right side (top) where it says 'New Thread' and click it.

3) Put a title in the top box and a message in the big bottom box and select 'Submit New Thread'.
