I think it's exactly what you are saying. In the case of New York, they just spend their money on other things rather than making their subway pristine. Rufus, I know you're in that department, that's why I am surprised to hear you say those remarks about Singapore.
To me, it's all a front, but in the back they are harmless. Sure if you take drugs they will hang you - but the solution is simple - don't take drugs. If you want to take drugs, don't live in Singapore, isn't it simple? Singapore is quite ideal for me, I moved away from New Zealand because there is TOO MUCH freedom - now the teenagers run the country! It pissed me off too much. Freedom comes with a price, and people aren't paying up.
There is a damn good reason why Singapore is so strict -it's the business of Singapore to be stable, steady and organised - that's its resource and you can't play freedom with that.

But in reality, it's more like, if you don't give me the money (tax), I will slap your hand many times until you do.
On the other hand, if you do drugs, I will give you a fair trial, but if proven guilty, I will hang you, even if you're from another country.
Such was the case of the poor Australian not too long ago. Singapore can't take risks being one of the world's busiest sea ports. You got to take measures to prove your stability worth.
