They should build a city (or Kibbuz) just for those ultra orthodox jews. Similar to the "monks republic" on the island Athos
It should be surrounded by high wall.
On the entrances to the Kibbbuz there should be a warning that you should only enter if you´re prepared to adhere to ultra orthodox religious rules and are modestly clothes (with the latter being checked by guards at the entrance).
There should also be a sign on the inner side (i.e. the exit out of this Kibbuz) where it reads: "You´re entering the outer world. You should only do this if you´re prepared to see women in pants or other unmodest clothings and people driving on Sabbath. Be warned that any attempt to force people to adhere to your religious rules in the outer world will be punished"
Fundamentalists who live outside of this Kibbuz and are aggressive against people violating obscure religious laws afterwards should have the choice between being harshly punished (Long jail terms for example) or having to move to this special fundamentalist Kibbuz.

The Israeli system is an unstable parliamentary democracy who suffers from nieche parties that abuse the government and use their coalition weight to force in their beliefs in some areas of law.
The Iranian system is a theocracy ruled by an oligarchy of self-appointed clerics, the leader of whom is considered a living representative of god. The theocracy oversees a well controlled presidential democracy, which has a democratic game that is controlled and bound (but not staged!) and eventually does not have the final say in government.

Just pick any benchmark or indicator about; religious freedom, political freedom, press freedom. And you'll see how good is Israel compared to many other country around the world. While, at the same time, they suffer from an "hostile" environment.
