I'm not really sure. Once I start thinking about the ideal driving test, I realize that it would be far, far too hard (a large % of the population would simply fail, over and over). Which obviously doesn't work.

I want the testing to be strict, and smart too (some sort of psychological profile?), but one can't exclude too many people and one can't go overboard with the expense of the test.

How would you do it?

IT IS NOT POLITICALLY CORRECT TO SAY THAT THERE ARE ONLY TWO SEXES. But yes you're right transgenders are rare and should not be approached without extreme caution.

A) Women want sex as much as men do, they are just as slutty but cannot admit it because they want you to hold the door for them and buy them drinks

B) Any woman who withholds sex from a men for some ulterior purpose should be drawn and quartered, or at least dumped ASAP

It is just as patently untrue for youth as it is for women.

You probably know the answers better than I, but let me proffer the idea that woman can not generally be anything but women, and men nothing but me, whites nothing but white, hispanics nothing but hispanics etc etc. The young metamorphise into the old and so as a lobby group their population changes far too rapidly to maintain interest in true political debate.

That is ridiculous. The real reason is that young people care more about cell phones and lame crushes and spelling bees than anything important. If you disenfranchised adults for the 7 or so years it takes a preteen to become eligible to vote, they'd notice. Not so for kids. Because they do not care and stick to watching Friday Night Lights and going BEST MOVIE EVAR while making out in carparks and doing a lot of pot.

I've never heard trannies referred to as a "sex," only as a "gender." Just FYI.
