      It depends upon what the definition of "is" is.

      Sometimes the question is what citizenship the person is. In such cases, Gonzales is an USAian.

      Othertimes it means, what is his heritage, i.e. from what country do his ancestors come from? In such cases, Gonzales is a Mexican.
