I find it hard to believe European colonial powers, couldn't handle a bunch pirates after they were defeated by a second if not third class power. Especially considering the naval build-up of the Napoleonic wars. Maybe “some” countries paid “some” tribute, but the US defeating them, must have been a clear signal that they were a paper tiger. I’m certain that the tributes must have fallen to very low levels.

From the wiki link you posted, it sounds more like the pirates were no threat to neither France nor UK, and so were not worth a war.
It looks like those pirates thought they could take advantage of Americans who looked weaker since they lost the protection of the royal navy.
