I find it hard to believe European colonial powers, couldn't handle a bunch pirates after they were defeated by a second if not third class power. Especially considering the naval build-up of the Napoleonic wars. Maybe “some” countries paid “some” tribute, but the US defeating them, must have been a clear signal that they were a paper tiger.
