Well at first it seems they dont want to kill companions, so they park them at another dimension/Organization/Virtual World/ Space Trip etc.
Fine by me.
Recently though they keep getting rescued which turns otherwise beautiful plots into a farce. ( 'Donna Noble has been saved' anyone? )
The End of the season where Rose got stuck in another Dimension was very good. Now it seems they just decided to bring her back? Why? It kind of takes the purpose and beauty of some other episodes away
(Although the Previews are usually misleading)
Perhaps they should start to kill passing companions for the greater good of the series. The possible Archeologist Companion which seems to start with her death seemed quite clever. I mean Her End as a fixed Situation where the story leads to? Genius!
I know what you mean - when a series degenerates so that bringing back old characters is the most interesting thing they can do it's usually the end. And I don't think we should be there yet with Doctor Who.
I have to say I've not been that impressed with season 4. Some decent episodes yes, but nothing to match say Girl in the Fireplace, Impossible Planet/Satan Pit, Army of Ghosts/Doomsday from season 2, or Daleks in Manhattan/Evolution of the Daleks or Blink from season 3.

Indeed! Was really happy when I saw this as the best one part episodes (Girl in the Fireplace and Blink) were done by him as well as the two parter you mentioned.
Funnily enough I researched him on wiki a couple of weeks ago and found out he wrote an obscure sitcom years back called Joking Apart that I always thought was totally brilliant and underappreciated.

Yeah, I was initially sceptical when they moved to the 45 minute episodes (from the old 90 minute+ split into 20-25 minute episodes). There have been some great single episodes but all too often it isn't enough time, and I agree the two parters have been much stronger. Part of this may be more effort going into them as well though.
Funnily enough on both episode time and Moffat, I just saw the library two-parter from season 4. Needless to say, it was awesome!
