    Seriously, I could get i trouble driving such a car since I mainly uses the brake in emergency or city. Problem is that city driving should mainly be done by battery the power level of the battery would probably be so low that the gas engine was needed.

Consider that when the speed falls below a certain level, the car switches to electric until the speed goes back above the certain level. That means that the electric battery is in use far more in city driving than in highway driving (ie, not at all unless you are in a traffic jam ).

      For example, the Toyota Prius gets 45 mpg on the highway and 48 mpg in the city.
      Every real world test for hybrids I have seen puts the highway a few mpg higher than city driving. The actual values are typically lower than the stated ones, but it is moreso with hybrids.

          20-something mpg is a joke. We should be legislating such vehicles off the road, not giving them rewards.
