Yes. But it's not efficient to try to control the globe. Better to do TSA and crap like that. And punish those with power who allow their lands to be so used. With assasinations, use of proxies, balance of power encouragement of Iran-Iraq wars and such. And realistically, we are going to have some terrorism and need to live with it.
