It wasn't their sanctioned no fly zones either. That was set up by the US, UK and France quite outside the UN.

The Chinese dams failed under a 1 in 2000 year flood---- 40 inches in a day. A meter of water over a large area. That's quite a bit of rain.

So there really isn't any reason to think they were bad dams.
