Actually the greater stability and economic growth has greatly helped Mexico and its government. It's given Mexico's government the money to build new roads, expand education & social services, and generally develop the place. Sure, it is still a third world country but it is a 3rd world country which now has the looks of a 1st world country in many ways.
Just visit Mexico and see the new freeways, the electricification program which has reached even the worst slum areas which previously didn't have electricity, the schools & universities built, and numerous other public works. The air ports sure look shiny. Yes, over all there are still numerous rural poor but the cities have never looked better or had more opportunities especially given the large numbers of jobs foreign owned factories have created due to NAFTA.
You can't honestly have expected free trade to turn a 3rd world country into a first world country over night? There has been a lot more progress lately though and it is in no small part due to NAFTA.

Sadly, a lot of FT opponents do just that... and most of them don't give a $#^@ about Mexico's improvements, they just point to the number of jobs "lost", as if it were a zero sum game or something. God forbid both countries grow together...
Fortunately, this is one element both parties once in power seem to understand: NAFTA works, and they're not dumb enough to try canceling it. Hopefully the politicians will continue being only partly dumb...
