I'll have to agree with you there. Executive Order 13228 of Oct 8th '01 established the Office of Homeland Security. It was Congress (specifically, Sen. Lieberman) who was the first sponsor of a bill on Oct 11th '01 for the Office of Homeland Security be wrapped with other offices into a cabinet-level department (the DHS). The following summer saw a different version of the bill in both chambers and Bush signed it into law in Nov '02. But I don't believe for one second that VP Cheney and other PNAC signatories hadn't been pushing behind the scenes as well. I would certainly put it past Bush; he has never been that bright or capable of forethought.

The local press has already torn in to that excuse. Winds died down by noon on Monday and that's when the local and state planes started doing drops. For some reason the Federal planes didn't arrive until Weds. afternoon.

That is the correct answer. Claiming that winds would have prevented aircraft from being used was a lie because aircraft was already being used. The Feds need to just own up and admit bureacracy was the reason.
They won't do that though because that would mean they might have to change something to improve response time. Thus they came up with a lie about winds.
