Even with all this new knowledge I have about US history (I know a little, I was in an American high school and took some US history classes, but never heard that period called this way), I still don't understand well what the quote I had from the OP was trying to say.
Did LA have nonwhite leaders during the Reconstruction?
If not, why bring up the Reconstruction at all?
Why not say the first nowhite leader since the end of WWI?

Reconstruction brought a period across the south of many non-white politicians, followed shortly thereafter by a period in the south of few or no non-white politicians. I'm not entirely sure of the cause initially, but the obvious ones are:
* Blacks able to vote for the first time, do so in large numbers, and vote for primarily or exclusively black politicians as they are (rightly) afraid of the white politicians of the time
* Some Whites probably vote for black politicians as well due to sympathies with the former slaves' cause
Eventually the white landowners figured out how to prevent the black vote from overwhelming them (largely due to poll taxes and other methods of discouraging them from voting). Thus, you have a short period with many minority politicians followed by a long period with few or none.

Because before Reconstruction blacks in LA were not eligible for office, in addition to the fact that there was a black governor there during Reconstruction.
OTOH didn't Louisiana voters elect David Duke to some sort of office only a few years ago?
In fact Bobby Jindall ran against and defeated Duke's former bodyguard for a seat in the House of Repersentatives a few years ago.
