          CalEPA has the legal right to regulate all automotive vehicle emissions but the Federal EPA must review the regulations to insure that the proposed legislation does fall under CalEPA's legal powers. It is clear that green house gas emissions are automotive emissions but the Bush Administration doesn't want these regulations to take effect so they have refused to complete the EPA review and have been delaying for 2 long years.

          California is now suing the EPA in order to force them to actually do their jobs. I'm confident that CalEPA will win just like they won two other cases where the Bush Administration attempted to obstruct this law.
