I thought HD TV , even 19 inches, looked better than a 19 inch SDTV in the same way a 19 inch computer monitor looks better at 1024x800 than at a much lower resolution?

It does look better, but the improvement isn't as different as when you have a larger screen.
Much smaller than 19 inches and the difference is barely noticable.
