The most expensive cities usually are the ones which have strict building laws but growing populations. Moscow is building like mad but since 90% of Russia is a crap place to live Russians are poring into the city thus raising prices.

Actually this is true for Britain as a whole. There is a severe shortage of housing, because of stringent planning regulations. When the inevitable adjustment happens here, it may not be a massive slump as demand is so high.

Well, if you already own a flat, use public transportation and know where to buy food for less, it's not really that expensive.
But if you're an expat who has a car (that'll let you spend a lot of time in Moscow permagridlock (or would it be ringlock? )), rents a flat in a low-rise building and eats out because he can't cook, then yes, you're screwed.
