        True. He would have sunk the surplus into some well-intended but ultimately wasteful government program, increased taxes to make up for it, and thereby stiffled economic recovery from 9/11. Then he would have invited a different group of energy conglomerate buddies to the table, along with his enviro-wacko buddies. The horrible mess would end up constricting energy production (except for the privileged invitees) and we'd be paying $6 a gallon for gas. But let's not quibble.

        And maybe with the Republican Congress keeping an eye on Gore, and vice versa, the level of corruption and influence peddling would have been kept to a minimum.
