A police file for the purposes of this question is any sort of record you have with the police beyond that which you got when you took out some documents (ID, passport, driver's licence...).

Yep, in my experience expunged records aren't removed but merely "sealed" from private entities (e.g. insurance companies, HR departments, PI firms, etc.), but they're still on-file for some gummit purposes (e.g. security clearance reviews).

But I do know a guy with a Croatian police file. He's been dating the daughter of a high-ranking member of the government and apprently the police do those things over there, even to Americans.
