Government jobs are quite hard to get because there is a lot of competition for them.

What kind of copyediting and all that junk do you want to do? Newpapers? Novels? Textbooks? Check with companies that do these kinds off things. That can help you narrow your search while opening up opportunities you didn't consider before.
Did you do any internships (which I highly recommend for all college students)? Does your school have career counselors?
Right now, your job is to find a job. Put in the hours each day. Try sending out at least one application each day. Fine tune your resume and cover letters. Practice interviewing. As you said, consider taking something below your expectations just to get some work and experience, while you look for something better. Perhaps a temp agency. And remember, it takes time, and persistence will pay off in the end.
