Not so. There's even a website on how to get out of a traffic ticket. Truth is most people just admit they did something wrong and mail in the fine. I've been pulled over and I was guilty every time.

Actually, I take back the first sentence. I googled for the site and found all kinds of web sites on how to get out of tickets.

Not always, but often. Courts will usually accept the cop over the defendant in the absence of any other evidence. In this guys case (seatbelt) it will be his word against the cops. Unless he can cast doubt on the officer's observations, the defendant is screwed.
