Anyhow, each situation is a specific situation that begs for a specific "judgment".

And no, I don't see the problem of a 20 years old with a 40 years old, for example. You normally can see quite clearly if it is only about money, or sex, or they just like each other. Probably same in the situation you are talking about.

For me, the questions are not really any different. If A then B, if not A then not B. The idea that a girl can be mature enough to have sex with a 16 yo, but not mature enough to have sex with a 22 yo? Uh?
(And no. There is not an absolute answer to this question, other than that if someone doesn't feel they're ready to have sex, then they aren't ready to have sex...)

On average, it is true that an older person is more experienced in manipulation.
However, it is unlikely that the will to be manipulative varies much with age.

To put it simply - I feel a healthy relationship is a reciprocal relationship, **** buddies or deeply in love with each other, as long as both parties feel the same way about the relationship... I really don't see where age comes into it for particular relationships, even if there may be some statistical correlation between a large age difference and unhealthy relationships... that kind of correlation, could make entering such a relationship generally inadvisable, but doesn't necessarily make such a relationship wrong.

I agree with this statement and to be clear, my position is that it's not ok for a 16 yo to have sex at all. The thing with the 22 yo however is that he should know this and should not even consider tempting her. Another 16 yo probably won't know better, however neither should be having sex. teens having sex is wrong, but an adult with a teen is more wrong because the adult should know better.
