It depends on your definition of normal. If I had what was supposed to be an ultimate device with all the hype the iPhone had, I'd expect it to be sold out for quite some time after launch. Look at the Wii, for instance. Or even the Xbox 360 when it launched...stores were sold out until sometime in the new year with it. And, BTW, the 360 waited 2 years for a pricecut -- not 2 months.
It is NOT normal to issue a 33% pricecut on a highly hyped device two months after launch.
It is NOT normal for it to be very easy to get that device after the 33% pricecut.
There were some gross miscalculations made by Apple and AT&T regarding the target market. The price cuts are the first step to try to rectify it, but even the pricecuts don't seem to be clearing inventory.
