For the Phils...
Two pontoons made of 6 or 7 55 gal drums each all welded together and joined to each other by metal ribbing of some sort which would also support a cabin, decking, a motor and sail. Then I add a cooler and bartender and a .50 cal with gunner for negotiating with pirates.
It's just an idea. The .50 I added just for fun, all the gunner would need is an M60 imo.
I'd have to put some sort of angle iron off the bottom of the pontoons to keep the boat from sliding sideways too much, and likely they would need to be stainless. That would also add strength to the welds holding the 55 gal drums together. In fact maybe an angle iron for the bottom and strips of metal running the length of the drums in two other triangulated locations for added strength. The neat thing is that each drum is individual. If one drum gets punctured the rest don't flood and the boat stays up.
The mast could be run from a rib of the decking, through the cabin for added strength, and out the top. I could run 4 cables from the mast to each corner of the pontoons to strengthen the mast. Sails I know even less about...maybe blue tarps or some sort of canvas if they have it there.
The seas there are very calm, particularly between other islands where Bohol sits. It's like the waves on a medium sized lake. The surf normally comes in 8"-16" high or so. In bad weather it would be firmly tied to land, I'm not nuts, I know just how flaky such a boat is. However the brave filipino fishermen go out in much less...
How much might such a boat cost? How would you know? Nevermind. I can have Philippine family we help support anyway help build the thing. Going to need a welder, 55 gal drums which should be cheap as they are used by industry and plentiful, a bunch of stainless sheet metal (abundant in the Phils if you've ever seen a Jeepney you understand) and some ribbing to join the pontoons. That could be I-beams of some sort, or...hmm.
Then we could sail from Bohol to Camiguin, a wonderful volcanic island with hot springs and white sand beaches...get a small piece of beach property there.
Go fishin.
