Well, the beta-tag gives a provider more ToS flexibility. If privacy issues occur (e.g. "ZOMG, my personal information is publicly visible!"), the provider can turn to the beta tag and say "well, it's a beta, errors are possible... we're doing our best to fix it now".

I'm not sure if that's the case. Most terms already mention that they can change at any time. A "beta" tag could never be a legal defense anyway.
I think it's more of a "web 2.0" version of the "always under construction" idea: "Even though our product is so cool already, we still have so many more ideas! Watch this space!"
