In North America, district heating systems fall into two general categories. Those that are owned by and serve the buildings of a single entity are considered institutional systems. All others fall into the commercial category. Consolidated Edison of New York (Con Ed) operates Con Edison Steam Operations, the largest commercial district heating system in the United States. [3] The system has operated continuously since March 1882 and serves Manhattan Island from the Battery through 96th Street.

In a few high density urban areas, centrally generated steam is sold to nearby users, who can then avoid having to have their own heating system, gas powered or otherwise. Im not real familiar with the economics of such systems. My impression is that most are fairly old, and probably pre-date cheap gas heat.

Can you imagine trying to lay gas lines in NYC? Or any new utility system for that matter?

We had nat gas growing up in Brooklyn in the 1960's. In fact Brooklyn Union Gas was one of the largest companies with an HQ in Brooklyn. I think they have it in Manhattan. They laid cable tv in Manhattan in the 70s, and in the rest of NYC in the 80s. I assume they have or are laying FIOS cable. Its costly and disruptive, but it CAN be done.

"Consolidated Edison Company of New York (Con Edison), a regulated utility, provides electric service in New York City (except for a small area of Queens), and most of Westchester County. We provide natural gas service in Manhattan, the Bronx, and parts of Queens and Westchester. Con Edison also owns and operates the world’s largest district steam system, providing steam service in most of Manhattan. Con Edison is a subsidiary of Consolidated Edison, Inc., one of the nation’s largest investor-owned energy companies, with approximately $12 billion in annual revenues and $27 billion in assets."

Yeah. Actually, South Korea has probably the most advanced underground infrastructure construction capability in the world. It's a bit on the pricey side, though, but not compared with the economic impact of aboveground construction someplace like Seoul or NYC.
