While you may have been playing it up for laughs, I actually think a deal may have been similar to this, but not as explicit.

No, he found out who one of the leakers was. Y'all are caught up in the illogic that one leaker means everyone else gets to leak. Imagine we're at the height of the Cold War and Libby sat down with a Russian official and told him about Valerie Plame. Well, Libby and company told the world who she was to fabricate a story to discredit Wilson and punish him.

The better question is why investigate when you decide no underlying crime was committed. Or do we truly expect Armitage ever to face charges?

The crime requires the accused knew her status with the CIA (you have to know you're outing someone), and thats damn near unprovable. But during the investigation Armitage apparently told the truth to the prosecutor's satisfaction, Libby didn't. Libby leaked, it dont matter one bit that Armitage leaked too, or even before Libby.
