                            They still have a choice to make.

                            Like if China had invaded Hong Kong as they seemed close to a while back, would the UK have been considered to be a full scale war with China? No doubt they would have just said some strong words, urged sanctions at the UN and called it a day. If they actually declared war then they would have to actually back it up - which of course they would be unable and unwilling to do.

                            So yes, declaring war is still important.

                              Why does it have to be full scale?

                              During WW2 after the declaration of war by Britain and France almost bugger all happened for months on end.

                              Would a redeclaration of war been necessary when they planned to actually start some offensives?
