Guardian (James "Mac" MacDonald Hudson), also known as Weapon Alpha and Vindicator, is a fictional character, a Canadian superhero in the Marvel Comics Universe who was the leader of Alpha Flight. He was created by Chris Claremont and John Byrne. He was designed to be the Canadian equivalent of Captain America, hence his costume markings are modelled after the Canadian flag.

              Early work

James MacDonald Hudson was born in London, Ontario, Canada. He is a leading scientist for the Am-Can Corporation developing a powered exo-skeleton suit. When he learns that his work will be used for American military purposes, Hudson raids his workplace, steals the prototype suit and destroys the plans. He leaves the suit to be recovered (albeit without the vital control helmet) and fully expects to be sued and arrested for his actions.

this is a brilliant display of Canadian insecurity.

There's also Baron Zemo, Baron von Strucker, the Hatemonger, and a host of other evil Nazi masterminds. You can't walk two feet without tripping over a Nazi in the Marvel Universe. There's an odd absence of disgruntled Stalinist masterminds, though

I never liked Captain America. Such clear propaganda... and a general uncoolness.

BeBro, you're not blond and blue-eyed as well...

He'd much prefer the Red Son Superman, or The Green Lantern issues where Kilowog joined the U.S.S.R.

I remember the evil Soviet super-team...the Supreme Soviets (or something).

They had a guy that could become a big brown bear (of course, all Russians are secretly bears as Ronald Reagan showed us) and a guy who through a super-powered Hammer and Sickle.

I somehow doubt that they actually had a series for sale in USSR, decadent western blah blah and all that.

But they couldn't fight "evil" because they were standing in line for government issue toilet paper?

No, they can't fight evil because that would be self defeating.
