Romans and italians, while occupying the same area, isn't excatly the same - at least not when we talk about fighting capability
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

Romans are Italians. Also, when you consider the other Italian city states that were allied w/ Rome, you have a picture of Italy. To me it's the same...but hey, I respect your opinion.

Besides that, I think that you history is a bit messed up - the "italian" city states comes a couple of years after the fall of rome.

Restore the Habsburgs to Austria(and Hungary) , and the Hohenzollerns to Germany. Have the two Nations demand a reset of 1914 borders. Begin mass construction of battleships and Battlecrusiers in the North Sea. Fun Ensues.
