          Oggie, the WSJ article seems to say that Congressman are trying to call agencies and brow beat them into funding projects. Legally the agencies can tell them to go get stuffed and likely will given that those agencies have all their key positions filled by loyal Bushies. That's a major difference from the old practice of ear marks where legally the agencies had to fund those projects by act of Congress.

          They're forced to beg and bluster now instead of simply ordering that such and such be funded. That's a major positive step especially since the other guy's political appointees can block it.

            Yes and the political reality is the agencies (many appointees being simply life long beuracrats of no political persuasion) know which side the bread is buttered on. Agree with the congressional pork hiding or be punished. Even worse than earmarks as there is no visibility at all.

              I agree that calling and brow beating appointees doesn't have a paper trail but assuming we continue to not pass ear marks, a massive if I grant, then how to Congressmen or citizens advocate for certain local projects. Traditionally, they'd call their Congressman but we appear to be doing away with this so what now is the honorable approach? I would assume nonbinding advocacy would be the preferred method since we all agree excessive ear marks (legal mandates) are a bad thing.

                  If it involves interstate commerce, education, or transportation then I think they should. The other stuff gets more iffy but there are exceptions like a VA center, a military cemetary, etc... The Feds do have a responsibility for that sort of stuff and the squeaky wheel tends to get the oil so how do the locals squeak?

                        One bet and it was barely a lose. The reality is a lot of spending was put off by a month which would have put me in the winner's seat on that bet but the politicians just waited 30 days so they'd look responsible. I lost by the slimmest of margins and even that was only because I gave Dan a 10 billion dollar leeway.

                        Edit: Actually a $15 billion leeway.

                            What's wrong is the original claim was a complete lie. Pelosi said she'd like to continue riding commercial but the DHS and the Congressional Police Office both said it wasn't safe. She then said she'd take a small corporate jet but that it had to be fitted with the same air to ground cellphones as the 1st class commercial services but it was determined to be cheaper just to use a larger aircraft the government already owned then to buy a new one.
