First i would assign everyone a base "alignment" that is factored by different combinations of "chaos" "law" "good" "evil" and "neutrality." Then i would create different "Planes of Existence" with several other "Gods" presiding over them under direct command of the One True God. Each God would be in command of a different alignment, and when somebody dies they go the the plane that matches their alignment and the presiding deity¹. Now this is further complicated by other "rival" gods that i could also allow to be conjured into existance (or even perhaps a mortal who impressed me enough). So now there are several gods to each plane, with each presiding over his own "portfolio" if you will, such as a "Chaotic Evil" plane could have gods of Destruction or a god of Pure Chaos. Within each Plane, to even FURTHER complicate matters, would be several "demiplanes" that the said gods of that particular plane could create for themselves and therefore could create their OWN alternate universe. of course inner-planer wars would be present, particularly with those of the "good" and "evil" planes, but that is a whole other story, and does not relate to the OP... thank you.
