I hope they donated the extra hair to Locks of Love. Come to think of it, if they can't cut their hair, are Sikhs allowed to have treatment for cancer that will cause it to fall out entirely?

This kid can expect far, FAR worse if he ever tries to join a fraternity in college. This is pretty tame by ethnic-bigotry standards. Also: "desecrate"? Is/was the boy a tomb or monument?

Yes, they are, AFAIK. Because having your hair fall out is not the same as cutting it. Only cutting is forbidden.

Every time I start to get the impression that all Indians are nuts LS ruins it for me.

Honestly though, that's pretty much been my impression about people from India. Half of them are crazy nationalists who spend their time telling you about the crimes of the West, the threat posed by Muslims, the origins of Hindu civilization etc and half of them are just nice guys. It's much easier to be able to pigeonhole countries into a single category.
