OK the point is that the leadership isn't using power at all. The situation is like a 'self fixing' event. But obviously a lot of forces are in play. That's why I consider the power as a dynamic abstract, that no one can obtain and keep, but just tap into the stream possibly.
So when was it tapped into? When the situation was created. In order for the leaders to own power, they'd be able to thwart every single attack against them. It doesn't need a person who is more powerful to beat them. In dystopia, they can't be beaten. But if they could be beaten, it wouldn't be counter to that power. Not a counterpower. Power is flowing as a stream (abstract), so who ever can tap into that and create a new reality, and the power moves adn flows and new reality is created.
