The energy expended in producing, distributing and maintaining the suckers in addition to the increased food eaten (becase if you work out more you eat more) would probably make it a net energy loss.

The food part should be a wash if runners just ran on energy producing treadmills instead of the the energy using kind.
Treadmill production could just be a case of replacing the existing energy using ones with energy producing models of some sort
I'm not saying it would work but I can't see how it would ever be a net energy loss
