Hey, it's hard for Hollywood. If they make the bad guy a minority then millions of people protest and complain that they make every person of that ethnic group look bad and being racially/religiously insensitive. If they make the bad guy Russian or German then those governments log official protests claiming Hollywood is living in the past. I'm afraid white Anglo-Saxon males are the only fair game in town.
