A gas tax might impact a lower % of the the poor vs the rich, but those poor it impacts it will do substantial harm to, whereas the rich can take it. Ergo, regressive tax.

On an individual basis yes. I was just pointing out that the wealthier you are the more you might use gasoline.
Urban poor are much likelier to not own cars. Rural poor probably use not that much less gasoline than rural wealthy, and its a much bigger part of their income. More or less ditto for suburbia.

You leave those exactly as they are currently. This is conceptually a seperate tax, even if for convenience its administered jointly (and it might not be for several reasons) The debate about how much to invest in transport infras, and how to finance it,really ought to not be confused with the q of how to impact oil consumption.

I don't really see the point of discussing it in a vaccum if we are talking about raising gas taxes (a tax ostensibly used to fund highway projects) and using that money to fund other things.
